You cannot drive in mainland China on your home-country license, and an International Driving Permit (IDP) is not valid here either. To drive legally you need a Chinese permit or license:

  • Short visit: apply for a temporary driving permit (临时机动车驾驶许可) — valid for 3 months (extendable up to 1 year for longer stays). It lets you drive a rented small car (C1/C2). You can apply at a vehicle-management office or at some airport service points.
  • Longer stay (over 3 months): convert your overseas license to a full Chinese license by passing a theory test.

For most travelers on a normal trip, Didi (ride-hailing), a hired car with a driver, or high-speed rail is far easier than dealing with permits, translations, unfamiliar rules, and big-city traffic. Self-driving mainly pays off for specific scenic loops.

Can You Drive on Your Home License or an IDP?

No. This is the part most visitors get wrong.

  • Your home-country license alone is not valid to drive in mainland China.
  • The International Driving Permit does not work here. China does not recognize the IDP the way many other countries do. The Government of Canada states plainly that "Canadian and international driving licences are not recognized in China," and the UK FCDO says "You must have a Chinese driving licence and valid insurance to drive in China."

So to get behind the wheel legally, you need either a temporary driving permit or a full Chinese license — described below.

The Temporary Driving Permit (临时机动车驾驶许可)

This is the route for a short visit. It is the official mechanism that lets a temporarily-entering overseas driver operate a self-imported vehicle or a rented Chinese vehicle.

Validity

  • Stays of 3 months or less: a temporary permit valid for 3 months.
  • Stays of more than 3 months: the validity can be extended up to 1 year.

(The older 2007 MPS regulation text says the permit maxes out at 3 months and is non-extendable; current traffic-police pages describe the extend-to-1-year practice, so rely on the current pages.)

What you can drive

  • Your own temporarily-imported vehicle, or a rented Chinese car.
  • On a temporary permit, rentals are limited to small cars (C1 manual / C2 automatic) — no large or specialty vehicles.

Where to apply

  • Vehicle-management offices (车管所), and service points at some airports (for example, Shanghai's Pudong and Hongqiao airports). Expect a short traffic-safety briefing before the permit is issued on-site.

What to bring

  • Your entry/exit ID (passport, or the relevant permit for Hong Kong, Macao, and Taiwan residents).
  • Your overseas driver's license.
  • A Chinese translation of that license, done by a designated agency or notarized.

Carry it correctly: while driving, keep the temporary permit together with your overseas license and its Chinese translation — they are used as a set.

Converting to a Chinese License (for longer stays)

If you are staying more than 3 months and will drive regularly, you convert your overseas license to a formal Chinese one.

  • Eligibility: you must have held the overseas license and accumulated at least 90 days of residence in the issuing country/region within one year of obtaining it.
  • Exam: pass the theory test (科目一) — offered in about 15 languages, 45 minutes, pass mark 90/100. For larger vehicle classes you also take the practical tests 科目二 and 科目三.
  • Documents: passport, proof of residence (90+ days), overseas license with translation, a medical examination report, and photos.
  • Exam exemption: holders of licenses from France, Serbia, Belgium, and the United Arab Emirates can convert without the exam under mutual-recognition agreements. This list can change, so verify your country's status.

Renting a Car

To rent and drive a car as a foreign visitor you need the temporary permit (or a Chinese license). Rental agencies will ask for your passport, overseas license, a verified Chinese/English translation, and photos, and — on a temporary permit — will limit you to small cars (C1/C2).

Should You Even Drive?

For most itineraries, driving yourself is more hassle than it's worth:

  • Ride-hailing (Didi) is cheap and everywhere, with in-app navigation and no permit paperwork.
  • High-speed rail connects the major cities faster than driving, city-center to city-center.
  • Hiring a car with a local driver removes the license problem entirely and is common for day trips and scenic areas.
  • Big-city traffic, parking, tolls, and unfamiliar signage add real friction for first-time visitors.

Self-driving genuinely pays off for specific scenic loops — think Yunnan, Hainan, or western Sichuan routes — where public transport is thin and the drive is part of the point.

Assuming your IDP will work

It won't. Arrange a temporary permit or plan to use Didi and trains instead.

Not preparing the translation in advance

You need a proper Chinese translation of your license (designated agency or notarized). Sort this out before you expect to drive.

Leaving the permit at the airport counter for the last minute

If you plan to pick up a rental on arrival, check the airport service point's hours and requirements first — don't assume it's instant.

Driving with only the permit
